{"id":3407,"date":"2017-04-27T12:07:23","date_gmt":"2017-04-27T12:07:23","guid":{"rendered":"https:\/\/bb.pixelanddot.dev\/market-update\/may-2017\/"},"modified":"2026-01-21T13:25:02","modified_gmt":"2026-01-21T13:25:02","slug":"may-2017","status":"publish","type":"market-update","link":"https:\/\/www.black-brick.com\/insights\/market-update\/may-2017\/","title":{"rendered":"May 2017"},"content":{"rendered":"<p class=\"intro2\" style=\"text-align: left;\"><a id=\"one\"><\/a>Back to the polls again&#8230;again<\/p>\n<p class=\"intro2\"><img decoding=\"async\" class=\"alignnone wp-image-5674 size-full\" src=\"https:\/\/www.black-brick.com\/wp-content\/uploads\/2021\/02\/1_email.jpg\" alt=\"\" width=\"1200\" height=\"498\" \/><\/p>\n<p><span lang=\"EN-US\">It\u2019s probably fair to say that much of the UK met Prime Minister May\u2019s announcement of a snap general election with a <a href=\"http:\/\/www.bbc.co.uk\/news\/uk-politics-39631693\">distinct lack of enthusiasm<\/a>. The surprise poll, on 8 June, will be the UK\u2019s third major vote in two years, and it comes as divisions over the country\u2019s decision to leave the EU remain as bitter as ever. <\/span><span lang=\"EN-US\">Nonetheless, the election could be a positive for the UK property market, assuming the Conservatives maintain their commanding poll lead and win a larger parliamentary majority. Currently, May\u2019s government has a majority of just 17 seats in the House of Commons, leaving it vulnerable to rebellions within the Tory ranks. <\/span><\/p>\n<p><span lang=\"EN-US\">The best outcome for London\u2019s property market would be that a larger Conservative majority would allow May to pursue a softer Brexit. While the UK voted last year to leave the EU, the exact nature of the UK\u2019s post-Brexit relationship with the EU was not on the ballot \u2013 and Tory euro-sceptics have been uncompromising in their willingness to sever all ties with Europe <\/span><span lang=\"EN-US\">if necessary, which would likely cause a large economic shock. <\/span><\/p>\n<p><span lang=\"EN-US\">The assumption is that May could negotiate with Brussels more pragmatically if not held hostage by the Tory ultras. The currency markets certainly made that bet, with sterling jumping to a <a href=\"http:\/\/www.telegraph.co.uk\/business\/2017\/04\/18\/pound-touches-three-week-high-against-us-dollar-ftse-100-suffers\/\">six-month high<\/a> on the election announcement.<\/span><\/p>\n<p><span lang=\"EN-US\">At the time of writing, the parties have not released their manifestos, so it is not known if they plan to review property or related taxes such as inheritance and capital gains tax. Given the country\u2019s fiscal position, however, it is a safe bet to assume that neither major party will campaign to lower taxes in the short-term: on the contrary, the Conservatives have signaled that they plan to abandon the prior Tory manifesto promise not to raise income tax, national insurance contributions or VAT. <\/span><\/p>\n<p><span lang=\"EN-US\">\u201cFrom the point of view of the property market, any election introduces uncertainty, which tends to have a chilling effect on activity,\u201d says Black Brick Managing Partner Camilla Dell. \u201cFortunately, the short campaign, and the absence of a long build-up before the election was called, means this effect will be limited. Indeed, we have had no requests from clients to put searches on hold. To the extent that the election does encourage some buyers to pause, this would reduce competition for committed purchasers.\u201d<\/span><\/p>\n<p class=\"intro2\"><a id=\"two\"><\/a>Leaving non-doms in tax limbo<\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-5676 size-full\" src=\"https:\/\/www.black-brick.com\/wp-content\/uploads\/2021\/02\/2-1.jpg\" alt=\"\" width=\"1200\" height=\"498\" \/><\/p>\n<p><span lang=\"EN-US\">One element of uncertainty introduced by the snap election is an unexpected hiatus in the government\u2019s plans to change the tax treatment of UK residential property owned by non-doms in the UK. Given the lack of parliamentary time before the election, these proposals were dropped from the 2017 Finance Act.\u00a0<\/span><span lang=\"EN-US\">According to law firm <a href=\"https:\/\/emarketing.crsblaw.com\/rs\/emsdocuments\/Briefing_Documents\/Briefing%20-%20Withdrawal%20of%20taxation%20changes%20to%20non-doms%20-%20DGL%20-%2026%20April%202017.pdf\">Charles Russell Speechlys<\/a>, it is most likely that these reforms will be reintroduced after the election, if the Conservatives win re-election, and they will be backdated to 5 April 2017, when they were slated to come into effect. They may be re-introduced with a later start date, although this would cause complications in terms of providing redress for those who have incurred costs meeting the original timetable. Also, given recent political volatility, the law firm does not discount the possibility of an electoral upset that will see the reforms not enacted or substantially changed. <\/span><\/p>\n<p><span lang=\"EN-US\">For those non-doms who have already taken action, the firm recommends that they wait and see what the outcome is. For those who have been preparing to do so, the situation is more complex, and requires specialist legal and accounting advice. As ever, we would be delighted to recommend firms that could provide such advice.<\/span><\/p>\n<p class=\"intro2\"><a id=\"three\"><\/a>Could post-election certainty provide lift-off?<\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-5677 size-full\" src=\"https:\/\/www.black-brick.com\/wp-content\/uploads\/2021\/02\/3-1.jpg\" alt=\"\" width=\"1200\" height=\"498\" \/><\/p>\n<p>Indeed, the positive view of the election is that it could give a fillip to a prime property market that is increasingly seen as having bottomed out. The latest <a href=\"https:\/\/kfcontent.blob.core.windows.net\/research\/156\/documents\/en\/march-2017-4573.pdf\">research from Knight Frank<\/a>, for example, finds demand indicators, sales volumes and price growth all showing \u201csigns of stabilisation\u201d in the first quarter of 2017. It finds a 22% increase in central London properties under offer at the end of February compared with the same time in 2016, with viewings up 25%. Transactions are up 13%. Knight Frank has also seen the same activity as we have reported at the top end of the prime market: it says the number of \u00a320 million-plus deals in the first quarter of 2017 was higher than any other three-month period except the last quarter of 2014, when buyers were rushing to complete before a hike in Stamp Duty.<\/p>\n<p>Meanwhile, Savills also finds that <a href=\"http:\/\/www.savills.co.uk\/research_articles\/141280\/216452-0\">prices in prime London are stabilising<\/a>, falling by an average of -0.3% in the first three months of the year, compared to -2.2% in the final quarter of 2016.\u00a0JLL is more positive: it finds price growth of +0.7% in the first quarter compared to the last quarter of 2016 \u2013 the first quarterly rise since 2014.<\/p>\n<p>We are certainly seeing strong demand for properties priced sensibly. For example, 24 new units at Seymour Street, developed by the Portman Estate, were snapped up within days, with minimal advertising, because of the good value they offered (see Acquisition of the Month).<\/p>\n<p>Certainly, the view is that activity is likely to pick up speed after the election, meaning serious buyers might be well advised to get ahead of the crowd.<\/p>\n<p class=\"intro2\"><a id=\"four\"><\/a>Black Brick in Asia<\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-5678 size-medium\" src=\"https:\/\/www.black-brick.com\/wp-content\/uploads\/2021\/02\/4-1-300x125.jpg\" alt=\"\" width=\"300\" height=\"125\" \/><\/p>\n<p>At the end of this month, Black Brick Partner Caspar Harvard-Walls is travelling to Asia, visiting Singapore from the 29<sup>th<\/sup> to the 31<sup>st<\/sup> of May, before heading on to Hong Kong for the 1<sup>st<\/sup> and 2<sup>nd<\/sup> of June. Our clients, an Indian family, were looking for a new or renovated pied a terre within walking distance of Hyde Park and Mayfair.
