{"id":3393,"date":"2016-03-08T09:06:17","date_gmt":"2016-03-08T09:06:17","guid":{"rendered":"https:\/\/bb.pixelanddot.dev\/market-update\/march-2016\/"},"modified":"2026-01-21T13:36:50","modified_gmt":"2026-01-21T13:36:50","slug":"march-2016","status":"publish","type":"market-update","link":"https:\/\/www.black-brick.com\/insights\/market-update\/march-2016\/","title":{"rendered":"March 2016"},"content":{"rendered":"<p class=\"intro2\"><a id=\"one\"><\/a>The upside of referendum uncertainty<\/p>\n<p><a href=\"https:\/\/www.black-brick.com\/wp-content\/uploads\/2021\/02\/Referendum.jpg\" rel=\"attachment wp-att-4743\"><img decoding=\"async\" class=\"size-full wp-image-4743 alignleft\" src=\"https:\/\/www.black-brick.com\/wp-content\/uploads\/2021\/02\/Referendum.jpg\" alt=\"Referendum\" width=\"205\" height=\"136\" \/><\/a>As our readers in the UK will be all too aware, the long-awaited EU referendum campaign is finally underway. On 23 June, British, Irish and Commonwealth citizens resident in the UK will be asked to vote on whether the UK is to remain in the EU, on new terms negotiated by Prime Minister David Cameron, or exit the union \u2013 the so-called \u2018Brexit\u2019 option.\u00a0Such a referendum has been on the cards since January 2013, when Cameron first pledged to hold a vote in a bid to address long-running divisions in the Conservative Party over the UK\u2019s membership of the EU. But while the conclusion of Cameron\u2019s EU negotiations has ended speculation over when the poll will be held, it marks the start of months \u2013 and potentially years \u2013 of uncertainty that will raise questions for London\u2019s prime property market.<\/p>\n<p>The 2014 Scottish independence referendum is instructive: then, as Knight Frank\u00a0points out in <a href=\"http:\/\/content.knightfrank.com\/research\/1003\/documents\/en\/2016-3570.pdf\">a recent note<\/a>, there was a slowdown in market activity in the run-up to the vote. The Scottish experience shows that the slowdown would be likely to reverse rapidly in the event of a \u2018remain\u2019 vote.<\/p>\n<p>If the UK instead votes to leave, the questions multiply: under Article 50 of the EU treaties, the UK and the remaining EU states will spend two years negotiating the terms of an entirely new relationship. At present, campaigners for Brexit have suggested a variety of models, with varying degrees of access to the EU\u2019s market, and varying degrees of harmonization with EU rules and regulations.<\/p>\n<p>\u201cAt this point, speculating on the effects of \u2018Brexit\u2019 on the London property market is just that \u2013 speculation,\u201d says Black Brick Managing Partner Camilla Dell. \u201cThere are so many factors in play that it\u2019s impossible to know how the market would react, and ultimately settle, should the UK vote to leave the EU.\u201d<\/p>\n<p>One immediate impact of prospect of Brexit has been to hit sterling. Between the end of 2015 and late February, UK currency lost 6% against the dollar \u2013 over 18 months, the currency has slid almost 20% against the greenback. This serves to make UK property more attractive to dollar-based buyers, notes Black Brick Partner Caspar Harvard-Walls. \u201cAs is so often the case, opportunity is the other side of the coin to crisis. If you add currency moves to the 7-7.5% falls we\u2019ve seen in, for example, prices in Knightsbridge, then prices are more than a quarter lower in dollar terms than they were 18 months ago. It\u2019s certainly tempting some overseas buyers back into the market.\u201d<\/p>\n<p>Certainly, the financial markets are leaning to the negative on the near-term impacts of Brexit \u2013 as was demonstrated by sterling\u2019s dip when charismatic London mayor Boris Johnson came out for \u2018leave\u2019. Indeed, US asset management giant BlackRock has warned that <a href=\"https:\/\/next.ft.com\/content\/4e5e4336-dfcc-11e5-b67f-a61732c1d025\">Brexit would also hit UK equities and London\u2019s commercial property market<\/a>.<\/p>\n<p>But it also adds that London\u2019s attraction to international capital and tourism would be unlikely to be diminished. \u201cLondon is going to retain its attractiveness to wealthy international buyers regardless of whether the UK remains in the EU,\u201d says Dell. \u201cIt\u2019s cultural attractions, geographic location, legal system and concentration of talent mean that there will always be demand for prime central London property.\u201d<\/p>\n<p class=\"intro2\"><a id=\"two\"><\/a>Elizabeth successor promises price uplift<\/p>\n<p><a href=\"https:\/\/www.black-brick.com\/wp-content\/uploads\/2021\/02\/ElizabethLine.jpg\" rel=\"attachment wp-att-4744\"><img decoding=\"async\" class=\"size-full wp-image-4744 alignleft\" src=\"https:\/\/www.black-brick.com\/wp-content\/uploads\/2021\/02\/ElizabethLine.jpg\" alt=\"ElizabethLine\" width=\"205\" height=\"136\" \/><\/a>It was announced last month that London\u2019s new Crossrail line is to be named after Queen Elizabeth. Canny investors might want to consider the effect on property prices promised by <a href=\"http:\/\/crossrail2.co.uk\/\">Crossrail 2<\/a>.\u00a0The Elizabeth Line will run from Reading in the west to Shenfield and Abbey Wood to the east of London, linking Heathrow, the West End, the City and Canary Wharf. It will boost capacity of the Tube by 10%, and carry an estimated 200 million passengers each year.\u00a0\u00a0As is usual for any major infrastructure investment, Crossrail 1 is lifting property prices well ahead of its 2018 opening date. Research for the City of London Corporation, for example, found that residential property prices around Crossrail stations are set to rise 25% above baseline projections between 2012 and 2021.<\/p>\n<p>The smart money is looking at likely effects of Crossrail 2. The project \u2013 which would become operational in 2030 \u2013 would run from north to south. Within London proper, it would join Dalston, Kings Cross, the West End, Victoria, Chelsea and Victoria, extending into London\u2019s suburbs at each end.<\/p>\n<p>\u201cThere\u2019s a long way to go before Crossrail 2 gets off the drawing board,\u201d says Dell, noting that consent is unlikely before 2018-19. \u201cBut as we saw with Crossrail 1, local markets will rise in anticipation of any final decision.<\/p>\n<p>We are already seeing a lot of interest from investors in areas such as Tottenham Hale where the regeneration of Tottenham and nearby Walthamstow are made even more appealing by the potential for Crossrail 2.\u201d<\/p>\n<p class=\"intro2\"><a id=\"three\"><\/a>Buy-to-let deadline rush risks making April fools of hasty buyers<\/p>\n<p><a href=\"https:\/\/www.black-brick.com\/wp-content\/uploads\/2021\/02\/Buy-to-let-1.jpg\" rel=\"attachment wp-att-4745\"><img decoding=\"async\" class=\"size-full wp-image-4745 alignleft\" src=\"https:\/\/www.black-brick.com\/wp-content\/uploads\/2021\/02\/Buy-to-let-1.jpg\" alt=\"Buy-to-let\" width=\"205\" height=\"136\" \/><\/a>With just weeks to go before the introduction of a 3 percentage point hike in stamp duty payable on buy-to-let and second home acquisitions, we are, as predicted, seeing a rush among buyers to complete on transactions before 1 April.\u00a0Certainly, for buyers who have had offers accepted or who have exchanged, there\u2019s still time \u2013 and obvious motivation \u2013 to get deals signed and sealed before the tax rise.\u00a0But we should sound a note of warning: for those clients yet to find the right buy-to-let investment, they should weigh up the costs and benefits of trying to rush through deals this late in the day. We have seen cases of vendors seeking premiums in exchange for getting transactions done before 1 April \u2013 premiums that, in some cases, substantially erode the tax benefit involved.<\/p>\n<p>It\u2019s also worth bearing in mind that, as with previous increases in stamp duty, this latest rise will feed through into asking prices.
